Breakdown

Secret Private Co. Files
“Consider this in a more extreme case. What if weaponized drones were used domestically? The excuse sounding something like, 'A palpable terrorist threat was neutralized today when a predator drone struck a terrorist hideout in Kansas.'
“You might argue that making military technology available to domestic law enforcement is a far cry from this example. But what if there was little, if any, public oversight of a transaction between a particular US jurisdiction’s police department and a private transnational contractor/supplier to the military?”

When government intelligence is at the beck and call of private contractors immune to historically effective checks and balances, bad things can happen to most constituents. The observed symptoms suggest this is what is happening. The ratio may be 99 to 1 or something entirely different. The pattern is unmistakable, regardless.
