Expensive But Cost-Effective

“Buying established democracy is expensive. Those who do so need a very strong incentive to incur the expense and risk. A haven for transnational covert operations masquerading as a representative democracy, under certain circumstances, meets that test.




"Maintaining the necessary secrecy is one of the biggest challenges, no doubt. Democracy's high demand for openness is difficult, though not impossible, to circumvent. As we have seen, perception can be a proxy for what feels like 'awareness'."
