A viable strategy might be to simply publish to the public domain an application for the grant. That way, the information will be available to all applicants and potential beneficiaries.
The author(s) of the public domain application will have set the Trusted Identities 'bar' - so to speak - to a minimum that might not have been possible without the public exposure.
One could then expect that the winning application will be compared to the public application by enough people to insure the intent was adequately addressed by the time of the award. We accept this challenge with the spirit by which it was created. May the best ideas prevail.
