What is a Safe House and how does it work?

"Yes, you two are responsible and you don't get to know what is going on. Its the law."

Two members benefiting from said network relate conflicting views as to whether or not a resource is available to a target of their operations. Both enjoy employment with a private sector organization serving, in part, subjects (targets) brought to them by the government.

Controllers of the network are hidden using modern cloaking techniques which are not perfect. Opponent's best opportunity to disrupt the network's operations is to expose this secrecy mechanism. People get a bit upset when they are lied to.

"Why would you spend so much time fighting city hall when all you have to do is hand your teenager over to a dysfunctional but highly profitable system and take the blame in the form of admitting that you were a really lousy parent? A few years of counseling will be over before you know it. You will be supporting the illusion that the secret agenda is good for employment and encourage the export of fossil fuels (coal, oil, LNG etc.) What is not to like?"

"Oh, I don't know. Since corruption cleanup is what I do and I love my work, why not get two noble goals accomplished doing the same thing? It is what I have been doing for nearly three years. Practice, practice, practice."

"But wait, not only will this keep these folks gainfully employed by stepping on the unfortunate, the owned media will give them credit for doing a tough job."
