Loyalty

"Is it possible they don't think it is corruption because they have been told it serves a higher purpose - one they should not question?"

"Makes some sense. Remember, the source of these folks is from an environment where loyalty to a superior officer was virtually mandatory. Those least troubled by this arrangement were rewarded with a measure of security for which they became accustomed. Then onto a familiar environment in a government job in domestic law-enforcement."

And in a robotic voice (speaking rarely), "My job is loyalty, nothing more, nothing less. I was told not to think, and that is precisely what I intend to not do ... sir."
