Big Bridge First

Or pattern.
"So this giant bridge is the big opportunity?", she asked after watching the summary presentation.

"It is, if the following can be assumed: 1) each ID represents one and only one person. 2) its integrity is assured by both physical and historical means (cross checking each other 3) continuous fine granularity monitoring. 4) reliable accountability."

What this all meant was an extension to the 'global friends network'. The large scope of friends is still vulnerable to those who have, for one reason or another, convinced themselves that power in the hands of a small subset of the constituent population is somehow better. Large populations and large distances etc. require extended integrity mechanisms.

Launching the meme bridge just did not work by starting from the physical end with available resources. Was it that so much of the infrastructure had built up in support the implicit 'this would be too hard to change.  And in the process it became a self-fulfilling prophesy.

Regardless of the explanation, runaway invention and innovation appears to have obsoleted many functions on which the industrial society came to depend. It argues for incremental change not subject to show-stopping scaling obstacles.
